One of the main functions assigned to the High Council on Statistics by the Law on the Public Statistical Function is to issue a mandatory opinion on all draft statistics for state purposes.
The statistics for state purposes subject to such an opinion are:
- New operations included for the first time in a National Statistical Plan.
- Statistical operations previously assessed by the CSE that substantially alter their methodology. These include:
- Changes to the reference base.
- Methodological changes proper.
- Fixed or variable (ad hoc) modules, whether periodic or irregular, introduced after the assessment.
- All other statistical operations included in the Plan that have not yet been assessed.
The CSE’s procedure for issuing opinions is governed by the Agreement on the Procedure for Issuing Opinions, approved by the Council at its Plenary session on 11 December 2017.
