The High Council on Statistics may act either in Plenary Session or through its Standing Commission.
The Plenary, chaired by the Minister for Economy, Trade and Business, meets at least once a year to review the activities of the Standing Commission and adopt resolutions of particular importance.
The Plenary decides on the composition of the Standing Commission and rules on draft proposals to be formalised by Royal Decree or on statistical operations that have received a dissenting vote from a member of the Council.
