The High Council on Statistics may act either in plenary session or through its Standing Commission.

The Standing Commission, chaired by the President of the National Statistics Institute, comprises twelve members, half of whom are from the General State Administration and half from social, economic and academic institutions.

It normally meets three times a year to approve statistical operations for state purposes and, in urgent cases, the annual development programmes of the PEN.
